[Board] About OSGeo Official Seal

Hi Anita,

Until now we have used a Limesurvey instance installed at UC Davis. That 
machine was retired recently. We have an offer to setup another instance 
at OSGeo-fr. Yves Jacolin can confirm if the offer still stands. I can 
setup the voting survey and manage the voting process.
