[Board] News item for announcing OSGeo as supporting organisation GWF 2016

Hi Board,
Since the GWF is in Holland this year a small note:
Both in 2012 (Amsterdam) and in 2013 (Rotterdam) the Dutch local chapter
was heavily involved in the organization of the open source track.
As discussed by Jeroen and myself with Dirk during our meet&greet in
Bennekom, it took a lot of effort from our side: communication with GWF
was very difficult, agreements hard to make etc.
Therefore, the enthusiasm on the Dutch side for GWF20916 isn't that
great ;-)
However; I'll discuss this week with my fellow board members if anybody
wants to be involved in this project. (and see how it will fit in our
own osgeo.nl 2016 agenda)
