[Board] GWF2016 Define the theme of the OSGeo event

Looking at the website they have a interesting theme:

Since we are focusing on outreach - we need to make sure open-source is
recognized as disruptive in the above discussion :D

I would start using the language of this conference to frame what we offer,
a key point in outreach is understanding the stresses being experienced in
order to frame how we can help and what services we provide.

It would be a kindness put the participation card no the table:
1. Open source is a key enabler of the "global cloud-based" solutions (or
would you like to discuss license cost impact on scalability)
2. OSGeo value play in supporting open source spatial etc...
3. If your business model just leverages open-source, and does not close
the loop to supporting/participating in open source it is not viable long
term

You can also speak to "stiff competition" vs fast-paced
1. Open source is fast-paced, ability to patch/fork critical to maintaining
pace
2. Open governance is also fast-paced (transparency, inclusive procedures)
enables projects to be responsive
3. OSGeo is vendor neutral allowing "industry player"  to collaborate, and
join the party
4. Take home message we are a key force of disruption - if your business
plan does not include OSGeo and our projects how will you keep up with your
competition
