[Board] GWF2016 Define the theme of the OSGeo event

Possible title for the OSGeo Session at GWF could be;

1) Open Source Geospatial: More Bang for your Buck
2) Open Source Geospatial: Big Bang for your Buck


"Big Bang" was also in catch phrase for FOSS4G-2015, Seoul.

At GWF 2011 in Hyderabad, India we organized a full day OSGeo
Seminar [3] by inviting 10 speakers to take of various topics
and could attract a full house.

Perhaps the same could be done at GWF-2016 and identify
people to talk topics Open Source Geospatial

a) Technology
b) Business Model
c) Outreach and Activities (FOSS4G, Geo4All etc.)
d) Policy and Directives related to Open Source Geospatial

Some representative from FOSS4G-2016 LOC could also be
requested to attend the event to promote FOSS4G-2016 at
the session.
