[Board] 2016 budget discussion (due 12 Feb)

It does not appear to be Dirk,
The funds raised from the previous sprints are being carried over to the
next one.
The paris sprint did ask for additional funds from the board. Those
additional funds would come out of an event budget (or a community budget).
Given recent sponsorship it looks like Paris will not need additional
support after all.
