[Board] OSGeo TOSPrint Paris - Funding

So 14K+2K is 16K.

Expecting at most 40 developers, so that ends up being 100 EUR a day per
person. I think paris is expensive :)

I am happy to make the motion for OSGeo to sponsor, but I sure hope
corporate sponsorship picks up for the sake of everyone involved.
