[Board] meeting prep - Budget Plan 2016

Okay sounds like discussions/clarifications ongoing - please make the
appropriate change and we can keep the agenda item to ratify this budget on
10 March.

As Michael indicated there is a gap between defining a budget and being in
position with our volunteers to spend the budget. The sooner we can engage
with the membership the better :D
