[Board] FOSS4G NA update

Jody,

It would be better to have it handled through a marketing committee - not every location has an official local chapter - we have an active local community but not a chapter. As of now we have ~5 local volunteers for the OSGeo booth (including myself), but it would be great to have a marketing committee member to set up a sign up wiki for us and get us all the material for the booth - I am not sure who has the actual booth and handouts and how this was handled for previous 
FOSS4G conferences.
