[Board] FOSS4G NA update

In the past the Marketing Committee provided funds for local chapters to
buy an Exhibition kit for booths, to be used in the region as a shared
resource. In California we have a suitcase that gets passed around.

Some limited funds are sometimes provided for handouts. But in this case
because it's a Foss4g I think the conference budget should include any
handouts, as they would also potentially be given at registration.
Postcards and Stickers could be requested from the main Foss4g
conference, they are shipping boxes of those right now. Then I would
encourage the production of some Foss4g-NA stickers. Other than OSGeo
project business cards (need to be updated) there is no other ready made
handout materials these days.
