[Board] motion: marketing committee chair

I happily refer to my discussion piece in the Marketing Wiki (feel free to
dive into it).

The goals (and not only the communication side of things!) are not per se
mine. They are based on the discussed items and results of the
aforementioned piece, the input from the various stakeholders (committee
members, projects etc) etc.

However, if there is not enough feed back from the community (incl the
Board). I will propose some actions derived from some more subjective goals.

In either case I need explicit buy-in from the Board.

I am not in favour for quick fixes. Rather would I take a fundamental
approach and first some baby steps than end-up burned out by lack of
support and constructive community feed back.
