[Board] Invitation to join Open Invention Network

This looks great, love to see a relationship with groups promoting open
source from a software libre angle.

If I understand correctly we are joining this group, which involves a
defence patent portfolio.

It is clear who we are offering royalty-free patent licenses to - there is
a list: http://www.openinventionnetwork.com/community-of-licensees/

This appears to be a mix of mostly companies, and a few software
foundations we are familiar with.

When it says we "receives royalty-free patent licenses" who are we
extending this arrangement to?
- Our incubated projects (I assume yes - but probably more accurately the
project teams making each release).
- Our charter members (probably not, even though they have a formal
relationship with OSGeo they do not publish software)
- Do we extend this relationship to users of our software? I do not think
so .. only the users in the above list of OIN members.

Still, even with the above questions, I really like this approach (as
a defenses against patent attack) and will vote +1.
