[Board] MOTION: encouraging projects in incubation to get ready till next FOSS4G

Astrid's initial mail [1] was to the incubation list and CCed to the
board and I do not see any problem in her CC to the board.

Some of the recipients (including myself) are not subscribed to
the incubation list and hence replied on the board list. I do not
see any problem with that either.

I once again thanks Astrid for her very useful suggestion. Her 
suggestions also concern to the board, I think.
