[Board] FOSS4G 2018 Draft Request for Proposals document for comment

There has been little comment on the draft RfP for FOSS4G 2018. If that means everyone is happy with it, that is good news. 

If you do have any comments could you make them before Wednesday evening as we need to release the RfP on Friday if we are going to stick to the current timetable (i.e getting a result announced by 1st week December)
