[Board] MoU between Science and Technology Park, India and OSGeo Foundation

Dear Board,

I have been in discussion with Science and Technology Park, India [1]
to foster and promote OSGeo in government, industry and academia
in India.

STP has been using OSGeo software and Open data in various of its
projects and has also help several startups to our software.

STP also partners with several international organizations including
LH Corporation (Korea) with who we have a MoU since 2015.

At my f2f with Dr. Jagdale, Director General of STP, we discussed
about MoU with OSGeo in the similar lines of LH corporation [2].

I am attaching a draft MoU and request approval of the board.
If the MoU is approved, the signing by all parties can be scheduled
in the beginning of May, 2018 when I will be visiting STP.

I had added the agenda item to out board meeting tomorrow [3}
