[Board] Action: Michael to invite Norman Vine as needed to identify meaningful areas for OSGeo and LocationTech to collaborate

Michael thanks for taking point on this, starting an email thread so you
can clearly report back when progress is made.

In the meantime I have taken our Partner descriptions written by the board
and have stared populating the new website.  I hope that by clarifying the
existing relationship we can better work together while we explore avenues
for collaboration with Norman.
