[Board] [OSGeo-Discuss] Elections 2017 - grammar issues and ambiguity with nomination process

Thanks Vasile for offering to look into the review.
Maybe answer/address what you can, then reach out to the board members 
who helped draft the new process to clarify their intent as per 
questions below?
I'm happy review for clarity if asked once intent has been defined.
