[Board] component 2 website and website recommendations report

The marketing committee completed a motion on Dec 13th to accept "component
2":

This completes the 2017 website/rebranding project.

The SAC committee has the website available on staging.osgeo.org, and has
received an OSGeo Wordpress website report

describing configuration steps. If the SAC committee is happy I believe we
can complete this contract and pay Get Interactive.
