[Board] two new osgeo sponsors

We have two new sponsors by way of reaching out to foss4g sponsors.

CARTO and Azavea have asked to be cross listed. Both are FOSS4G Silver
($8000) sponsors, falling in between our OSGeo $3,000 and $10,000
categories. I will work on updating the website this afternoon.
