[Board] Support for the FOSS4G-SOTM-Argentina Code Sprint

Hello Board,

The organizing committee of FOSS4G-SOTM-AR [1] request financial support
for the code sprint, on the Saturday of the event.  We hope to have between
20 and 40 attendees for the sprint, and even though we don't have that many
core developers in the region, we expect to have many power users giving
feedback and testing and sharing, involving several OSGeo projects.  You
can find more information on the planned sprint here[2], as well as an
initial budget[3].  We are requesting an amount of 3000 USD.
