[Board] meeting prep thread, OSGeo sponsorship and 2018 opportunities

I personally think that direct sponsorship is important to build up
regional connection and exposure.
I guess for organizations that "don't" care to manage that relationship
OSGeo could accept sponsorship for regional events at the start of the year
... and pass it on to event organizers as events are established.
