[Board] Board Meeting 2017-11-21 Minutes

Hi Jeff,

I just copied the items, it makes sense to change priority.
Regarding the Officer positions item, I thought we would do a specific 
video F2F meeting. Unless we want to make the next meeting 2h and fit 
everything in it.
