[Board] New rules for OSGeo committees

Almost a year ago the conference list had an extensive discussion on proposals to introduce new rules on membership of the conference committee and updating the voting procedure and quorum to reflect the size of the committee. 

A proposal got almost unanimous support (10 or 12 votes in favour) but was vetoed by 2 committee members (Venka and Maria). Subsequent discussions on counter proposals from Venka and Maria failed to gain support and the whole topic lapsed. 

I recall that Venka and Maria undertook to take the matter to the board for further discussion with the intention of proposing new guidelines on membership and voting for ALL committees. Has the board discussed this topic?
