[Board] Budgeting project event support for 2018

Yep, it is clear for annual budget (where all monies come from OSGeo).

My point in the third paragraph is this - to confirm how accounting works
across years - where a group has raised funds to keep track of. A bit more
of internal accounting will be needed on our end, to avoid the overhead of
committees setting up their own bank account.
