[Board] Compile data for budget

Not yet, we have been clear about the timeframe but past experience shows
we need to contact teams one at a time.

I would also like to consider passing budget responsibility for community
projects to the board (rather than incubation). Once recognized as a
community project it seems a bit odd to come back to the incubation
committee (and projects like zoo-project were having trouble with this
workflow).

The long and short of it is that to be independent and assigned a budget
projects need to complete incubation (and by extension have a project
officer who can act on behalf of the foundation).
