[Board] Compile data for budget

Hi board

pgRouting had the same process mentioned by Jody.

And I kept for myself so many questions:
Why didn't it go to incubator when the budget was asked on the first place?
Why did it go to incubator when the budget was going to be used?
What does incubator have to do with budget?
What if someone in incubator said no.
Does incubator have to question how the budget is going to be used?

And why pgRouting that had the same process as Zoo and that is also a
community project
didn't receive the same questioning that Zoo received?
But that must be part of the procedures that I don't know of.

I don't understand "the long and short" slang.

The questions that I do want an answer are:
Q1: From now on community projects will not be able to apply for a budget?

Q2 is pending based on answer of Q1.
