[Board] community project contact draft email thread

It come down to the intention for community projects, what we are trying to
accomplish with the program. When the program was created it was to foster
innovation (something incubation does not address with its focus on
stability).
I am happy to move some of this discussion to the incubation list, however
this thread was focused on relaying the result of our recent board meeting
and composing an email to send out.
