[Board] Meeting minutes 2018-02-01 and two decisions on loomio

Thanks Astrid.

I have a question about voting protocol, as email/virtual votes by the 
Board have always required 100% of members to have voted, in order for 
the vote to be accepted (as opposed to in-meeting votes that only 
require quorum).  I notice that recent Loomio votes by the Board are 
passed without all members voting - has something changed recently in 
that process?  (for almost 10 years we were required to have 100% 
turnout in our board email voting)

Maybe the previous Board changed this?  (fine by me, as I notice 
nowadays that since we use an external voting tool it is very difficult 
to get Board members to vote, as opposed to sending an email vote)
