[Board] Meeting minutes 2018-02-01 and two decisions on loomio

The recent motion to accept meeting mins did not pass, I have not created
new motions yet. If you spot one that has passed please bring it to the
attention of the list. The default time period for a motion is three days.
One of the goals of using loomio is that it reminds board members to
participate (rather than us following up with reminder emails).
