[Board] OSGeo Portuguese Chapter

The wiki link is http://wiki.osgeo.org/wiki/Portugal
Has the local chapter been recognized officially and just needs to be added
to the website, or is this a request to officially recognize the Portugal
Local Chapter?

The current website is being replaced January 15th, the new page for local
chapters is here:
