[Board] Send a timeline mail to OSGeo-Discuss and information about f2f and no charter member meeting

Hi Astrid, Till,

Would Monday evening on the 20th be available for an "OSGeo meeting", or 
whatever we call it?  (maybe that would avoid any complications of 
booking the Basecamp for Sunday)

I don't mind preparing an agenda, if you are wondering who would lead it 
(sometimes it is good to have someone step forward).  Or we can work all 
together on the agenda as a Board, agree on the agenda within the next 2 
weeks.

What you do you think?
