[Board] Send a timeline mail to OSGeo-Discuss and information about f2f and no charter member meeting

Hi Astrid,

I personally feel that an OSGeo charter members meeting is very 
important, and the OSGeo code sprint in Bonn is a perfect place to make 
this happen.  I feel that both can happen (the Board meeting and the 
charter members meeting).   For example, we could block off 2 hours at 
the end of the 18th Sunday for the charter members meeting (actually I 
would call it an "OSGeo meeting" to allow everyone to attend).  I think 
giving a space of 2 hours for everyone to talk about the foundation is a 
wonderful opportunity.
