[Board] OSGeo board meeting tomorrow

I think we should keep to our very strict agenda - establishing officers
for 2018.

For general OSGeo items we should have an IRC meeting (once was scheduled
earlier in the month that we did not attend, we should rebook).

aside: due to a change in roles with my employer I have a limited time
before work to devote to this activity (hence my initial request for a
saturday video meeting).
