Not sure I have many answers, but I will try - comments inline:

We look through board meetings from prior years and can find meetings where

I don't think it should, since the election does not appoint executive

If you like you could divide the meeting history up by executive changes,
... but keep in mind it is not smoothly divided up by year. We can (and
have) swapped executive positions around during the course of director
mandate (for example introducing vice-presidents).

No motion required, keeping this page in order to reflect the state of our
operation is a consistent chore. Please send an email as you work on it,
you can seen emails from November when I was refactoring the page for the
2018 budget. Each time you clean up please send an email board at osgeo.org.
