[Board] Request for approval OSGeo Thailand Chapter

That is great news, and I love the new logo :)

It would be great to have a local chapter page
<http://www.osgeo.org/local-chapters/> page for the website. There are also
some social media templates

along
with a few examples <https://github.com/OSGeo/osgeo> if you are interested.
