[Board] Travis-CI & OSGeo

[Even Rouault]

Hi,

as a follow-up, I wanted to inform that the registration to the paid travis-
ci.com services has now been completeted and we have now 13 concurrent jobs 
available for the OSGeo github organization.

Thanks to the board for their support on this, and particularly to Michael 
Smith for handling the payment process.
