[Board] OSGeo Representative

That is my understanding Dirk:

María is delegating president authority the same way as with our
vice-presidents. This allows a representative to have signing authority (if
needed to sign a document in public etc...) acting on behalf of our
foundation.

Why is this a representative and not a vice-president? In part because the
desire to have vice-president(s) be board members, and thus be able to
speak to the decisions made by the board.
