[Board] Can OSGEO accept a hypothecated donation?

Yes, as with sponsoring a code sprint, make a note what group or activity
it is for and increase the projects budget by the appropriate amount.  We
will need to talk to the GeoServer PSC, and I am sure a small contract can
be arranged (similar to how SAC operates).
