[Board] OSGeo support for OpenAR request

Another motion from the F2F meeting approved:

Guidance for the website and president with respect to supporting OpenAR
initiatve

This motion was passed, with the following two actions:

Actions:

   - (Jody, Astrid): Create friend page, forward osgeo logo guidelines and
   usage
   - (MA) Ask for a letter and send a letter of support. Redirect to usage
   guidelines.

The partners and friend pages are the responsibility of the board and
secretary, while I am happy to help I need a bit more information about the
OpenAR initiative (link, logo, hopes and dreams). We can hold off
publishing the page until we get letter's of support figured out.
