[Board] Is there an age limit to join OSGeo?

I wonder if the google code in program has any guidance. OSGeo does have an
outreach mandate so it would be good to figure out how to work with all
ages.

I wonder if we could ask GeoForAll for assistance? Some of our partners in
this program may have valuable experience and be willing to meet with us?

OSGeo can hire legal advice of course, perhaps when we have sorted out
specific questions to ask.
