[Board] OSGeo Budget and Money guidance for projects, committees, initiatives and events

Thank you Michael, reviewing https://github.com/OSGeo/osgeo/pull/215 now.

Thanks for rewording to remove "sponsor" and "host", but focusing on what
OSGeo is willing to do (rather than what it is called) the document is
easier to follow.

My general feedback is that I would like to replace "We" and "You" with
"OSGeo" and "member" to help with the tone of the document. There is one
sentence where we should change "go over budget" to "review budget" :)

Example:
- We are looking to enable you to run the code-sprint, rather than looking
for a marketing or visibility perk.
- OSGeo is looking to enable members to run a code-sprint, rather than
looking for a marketing or visibility perk
