[Board] Upcoming: Board approvement on RfP FOSS4G 2021

Hi,

Not a board colleague anymore :) but:

Loomio requires full quorum to vote.
IRC/Meeting require only half of members + 1 to vote.

If all members can vote on loomio, that's the easiest. Unless you want
to discuss, then you need a meeting anyway.
