[Board] PostGIS Budget 2019

Hi Board,
The PostGIS project would like to request a 2019 budget of $3000 in support of
(a) an annual PostGIS developers sprint and
(b) travel support to developers who would otherwise be unable to
attend that sprint and/or the OSGeo Community Sprint this spring
