[Board] PostGIS Budget 2019

Thanks Paul, for (a) did you want that as part of the project budget or
biancose sprint guidelines. Advantage of code sprint guidelines is OSGeo
acting as host and providing a bit of a safety net for the event.
Disadvantage is making an event budget (and attending a board meeting).
