[Board] Donate button

Okay Alex I made some progress on this, perhaps we are working too hard ...

https://www.osgeo.org/about/how-to-become-a-sponsor/

This page now has a generic *Donate* call-2-action button on the top that
can be used. There is also a heading on *How to Donate* that includes a
working pay pall image with a Link To Custom URL which seems to work as
intended.

For instructions on how to set this up for any page see ToDo Issue 35
<https://git.osgeo.org/gitea/osgeo/todo/issues/35> which has a sample URL,
and a screen snap of how the image was added to that page.

I think the How to Sponsor page
<https://www.osgeo.org/about/how-to-become-a-sponsor/> is more appropriate
then having a Donate button on home page - because the goal of the home
page is to communicate how OSGeo can help visitors. Adding a donation
button changes the story to how visitors can help OSGeo :)

The only downside here is the overhead required for the treasurer to keep
track of any contributions intended for specific projects. I don't know if
PayPal offers any kind of breakdown ...
