[Board] August face to face meeting schedule

Hi all: for our face-to-face meeting in Bucharest (24/25 August 2019),
what time should the meeting start on the 24th?  9AM?  Noon?  Something
else?  This will help in travel planning (arriving the night before vs.
arriving the day of, especially for those in Europe).
