[Board] rasdaman project joining osgeo community program

A second update from the incubation committee - a number of projects have
been steadily working on meeting the requirements for our community program.

Having met these requirements, and being approved by the incubation
committee, we would like to ask that rasdaman be accepted into the program
at the next board meeting.

Aside: I am personally pleased to see rasdaman join as the osgeo community
program was inspired in part to provide a home for this project.
