[Board] rasdaman project joining osgeo community program

I stand corrected, I asked rasdaman to be accepted by the board at the next
meeting.

Having met these requirements, and being approved by the incubation
> committee, we would like to ask that rasdaman be accepted into the program

It is still worth figuring out how the division of responsibilities works.
