[Board] geostyler community project

The incubation committee recently reviewed the GeoStyler project request to
join the Community Project program. and a motion was made to accept the
project on June 11th.

There has been a delay passing this approval on to the board while the
project setup an osgeo project page here:
https://www.osgeo.org/projects/geostyler-is-a-generic-styler-for-geodata/

Can I ask the board to recognize GeoStyler as part of the community
program, and welcome GeoStyler to the OSGeo team :)
