[Board] OSGeo elections 2020: proposed calendar

One issue with the proposed schedule is that we won't have a new board 
until late Dec 2020, which leaves no time for onboarding and budget 
discussions/approval for 2021.

Could the charter member election start this Monday instead of a week later?
