[Board] Travel Grant Funding Request for FOSS4G 2025

Hi OSGeo Board

I know you're in-between Boards, but I wanted to get in a request for
travel grant funding for FOSS4G 2025 now, so it can go into the budget.

FOSS4G 2025 will be held in Auckland and we're anticipating between 500-700
attendees. We'd like to run a substantial travel grant program, and will
allocate a portion of sponsorship funds towards the program.

We will be prioritising supporting attendance from the South Pacific,
South-East Asia and South America, but will open to anywhere.
Previous programs in Oceania have supported around 10 people per event to
attend, and the event had around 150 people attending, so a little under
10%. If we can support 40+ people to attend the global event, that would be
fantastic. The total cost for this will be something like $25-50 k USD.

We'd like to request $10,000 USD from OSGeo to support this initiative. We
will be requesting a similar amount from OSGeo Oceania, and as noted, will
top this up as we achieve sponsorship.

We also note that we will not be requesting seed funding from OSGeo.
